Text Messaging Requirements in US
It appears that due to privacy concerns, group messaging is under the FCC lens. If you wish to send group messages your organization will need to subscribe to a premium service called 'shortcodes' (or Short Service Number - SSN) from the cellular carrier, with the capability of users to reply - this would generally be applicable for mass messaging. It is yet unclear if carriers allow for broadcasting to employees without having to subscribe to shortcodes. In the event that such subscription is required, a cellular modem (generally a GSM modem) can be used to send and receive messages from your contacts.
